Capital Works Office

The section head is the Senior Capital Works Officer and the section comprises of construction professionals and technicians. It is one of the two sections under the Construction and Maintenance Department of the University of Nairobi.

The Capital Section is responsible for all facilities and infrastructural development projects in liaison with the Users and other stakeholders. It is the section that coordinates all design and project management of all capital projects being undertaken by the University. The major tasks in the section includes

  • Consultants engagement and design coordination
  • Project Management
  • Contract Administration
  • Stakeholder Coordination
  • Liaison with regulatory and professional bodies
  • Professional advice to the management on construction matters and industry standards

During the execution of a typical capital project, the Construction and Maintenance department through the capital section is usually the Project Manager and the Client’s representative while the benefiting College/School/Institute/Department is referred to as the User. In consultation with the Legal and Procurement departments of the University, the section ensures that all contractual matters are properly addressed at the initial stage. At contract management stage then the section ensures that the contractor conforms to the agreed standards in line with the Department’s vision of developing world-class facilities and tandem with the University’s requirements and expectations.

After execution of the project, a certificate of practical completion is issued upon ascertaining that the work on the project has been committed and completed to required standards. The project is then handed over to Estates Department (the Department whose responsibility is to manage University property and facilities) which in turn hands it over to the user. Any issues that can be raised regarding the project can be dealt with immediately after handing over and within the statutory period i.e. the Defects Liability Period which is usually six (6) months or as spelt out in the appendices of the agreements and conditions of contract or otherwise stated in every contract documents in reference and within which a contractor can make good any defects arising from his/her work and a certificate of making good defects issued.

To ensure quality and satisfactory delivery of the project, the section works hand in hand with the users during the implementation stage. In same spirit, section carries out a Post Implementation Review (PIR) of all completed projects to get feedback from the users and sponsors as part of quality management system aimed at ensuring that the completed facility is fit for purpose. This also marks the closure of the project.
